Hackney handle
HTTP_PROXYandHTTPS_PROXYvariables as they define the same thing. In fact (e.g.curldocumentation)HTTP_PROXYshould be used only for http requests andHTTPS_PROXYshould be used only for https requests. This PR fixes that.Moreover, this PR adds
ALL_PROXYenvironment variable handling.
