Harvester CLI makes some assumptions to make managing VM lifecycle more accessible.
One of these assumptions is whenever a user does not provide the name of a keypair and also no ssh_authorized_keys in custom cloud-init file.
The way Harvester CLI behaves in that case needs to be documented.
