[MDS-5383] Minespace & Common package Webpack upgrades #2608

Objective

Improvements to Minespace & Common Package webpack setup with the goal of reducing CPU/resource usage when running the project locally.

Applies equivalent changes to Minespace & Common Package as the changes in core from from #2604.

  • Updated versions of webpack/build related packages
  • Switched to esbuild from babel to bundle js / ts files
  • Increased file watch polling interval
