GitHub was reporting CodeQL configuration was not building spicedb and couldn't scan it This adds a brand new CodeQL configuration, customized to use buildjet runners with 8 cores.

the codeql scanner is not working as intended and not properly reporting to GitHub. This greats a brand new configuration.
