Can't generate project for Visual Studio/Windows

I'd like to compile ArmorPaint for Windows, but am having trouble even generating the makefile. When I run the code ..\armorcore\make --graphics direct3d11, it just opens make.js in a text editor. Even if I specify cscript first with

cscript.exe ..\armorcore\make.js --graphics direct3d11

I get the error

C:\dev\github.com\armortools\armorcore\make.js(1, 1) Microsoft JScript compilation error: Syntax error
