🐛 Bug

The link to the technical report in consensus/README.md does not work.

To reproduce

Line 12: technical report does not lead to a valid file.

The README at https://github.com/aptos-labs/aptos-core/tree/main/developer-docs-site shows that the docs have been moved, however the above mentioned report cannot be found at the developer-docs-site.
