Move ConditionEvaluator into PresenceConditionManager (since ConditionEvaluator needs to know whether to build a z3 object or not.)
Allow selection of PresenceCondition variants (BDD-only, BDD/Z3 combined, BDD with z3 on-demand)
Ensure complete encapsulation of the raw BDD and z3 objects
