Rust port of App Store Server Library

Hello,

First, I’d like to thank you for your work on the App Store Server libraries. I’ve used both the Swift and Python versions in various projects, and they have been a pleasure to work with.

I’ve developed a Rust port of the App Store Server library to support a project where the backend is written in Rust. The API, architecture, versioning, and tests closely follow those of the existing versions. I would like to propose transferring this port to the official Apple GitHub organization. This would allow for better maintenance from both Apple and Rust developer communities.

I would be happy to assist with the repository transfer and provide any additional information.
