[Feature Request]: SpannerIO: retry if concurrent transaction is aborted by emulator #28092

What would you like to happen?

Google Spanner Emulator currently only supports the execution of one transaction at a time (link to source).

That makes it really challenging to do any testing of Dataflow jobs using spanner writes.

SpannerIO already retries aborted transactions if they happened during the schema change, just by looking at the abort error message (here), which seems like a suitable place to also check if message comes from Emulator complaining about concurrent transactions
