I received the following error when running the Terraform plan against a Pay-As-You-Go plan:

Terraform does not automatically rollback in the face of errors.
Instead, your Terraform state file has been partially updated with
any resources that successfully completed. Please address the error
above and apply again to incrementally change your infrastructure.

You can directly query the list of VM SKUs that support Accelerated Networking by using the Azure CLI az vm list-skus command.

az vm list-skus \
  --location westus \
  --all true \
  --resource-type virtualMachines \
  --query '[].{size:size, name:name, acceleratedNetworkingEnabled: capabilities[?name==`AcceleratedNetworkingEnabled`].value | [0]}' \
  --output table

I was trying to set enable_accelerated_networking to true for Standard_B4ms, I got same complaint. So I set to false and it worked.

Also check applied policies on your RG or Subscription.
