Per http://maven.apache.org/plugins/maven-site-plugin/run-mojo.html#relativizeDecorationLinks if relativizeDecorationLinks=false it should not attempt to use relative path calculations.

I was thinking that there may need to be a chcek for relativizeDecorationLinks around
https://github.com/andriusvelykis/reflow-maven-skin/blob/master/reflow-maven-skin/src/main/resources/META-INF/maven/site.vm#L60
