balloons = false windows 10

Hello,

I have a settings.ini in the install directory with the following code:

;comment line
[config]

balloons=false

Meson player will not start with these settings but it will start when it is set to true. But I do not wish to see the popup balloon. Is there a way to fix this. I am on windows 10.
