可能是 workspace 模式下。
我之前定位了一下，发现是左侧画布区css engine-workspacepane 设置了 flex 布局并且设置 z-index: 10。而样式区 fixed 没有z-index 。并且我尝试设置了 z-index: 20 依然会被遮挡。去掉画布区的 z-index: 10 即可解决。
