Skirmish AI Keeps asking for Money which disables Diplomacy.

I started a Skirmish to try something new which is not possible in Campaign.
The Problem here is i never can talk to other Empires because the AI does not stop asking for Money.
I spend more time with declining their request (or accept if they are allies) than doing anything else when i play on max speed in the beginning. They even ask you when your balance is Zero.
As far i know only allies ask for financial help.

Diplomacy is random in Open-IG and is completely optional. You can safely ignore them.

When I have the time, I'll look into why they keep asking for money that frequently.
