Need explicit doc description of what's required to update dockhub during a release #382

Possibly just rename this section ? https://github.com/adoptium/containers#update-official-docker-hub-manifest
A better heading might be "Process for updating dockerhub images for a release".
The current name assumes you know that can be achieved by updating the manifest
