Convert build to ruff and run formatting

Description

The ruff module replaces pylint, pycodestyle and adds formatting as well. I have also added pre-commit checks for this project.

Motivation and Context

We often run into build errors from pylint/pycodestyle problems during the build, where a pre-commit check will find this much faster. Ruff itself is 100-150x faster than pylint and pycodestyle and does nearly all of the same things.

How Has This Been Tested?

I ran the pre-commit locally to ensure everything is as it is should be.
