This should be fixed in all repos.

This is not an issue for existing projects, but for new projects. This was fixed in the template: https://github.com/adobe/.github/blob/main/workflow-templates/on-push-publish-to-npm.yml but if someone copy pastes from an existing repo, they might not have a good time (and will waste time waiting) unless they find a dev with npm admin rights to the Adobe org to set the access to public.
