test expects 200; however requirement indicates that status code does not matter

XAPI-00153 - An LRS's Statement API upon processing a GET request, returns a header with name "X-Experience-API-Consistent-Through" regardless of the code returned.

These tests were written still expecting 200 (in most cases). There have been no complaints to date. But I still think the expects can be removed, and this test loosened to match the requirement.
