Clicking on the cog icon displays that page's options, either above or below the cursor, depending on the position of the page in the course structure list.
Actual Behaviour
For items further down the screen, the options are still displayed below the cursor and are therefore hidden by the taskbar. This only happens when a page's options aren't already displayed. If they are, and you go from one cog icon to another, the middle of the page options list is anchored at the cursor.
EDIT: I've noticed the same happens when clicking on the cog icons on articles in the 'Page structure'
Steps to Reproduce
Have a course with ~8-10 pages, so that the list reaches to the bottom of the screen.
Click on the last page's cog icon.
Without clicking away from these options, click on another page's cog icon.
