Consider making native completion optional or consistent with "python-shell-completion-native-enable" #664

Commenting out __PYTHON_EL_native_completion_setup solved a lot of issues that adding my interpreter to python-shell-completion-native-disabled-interpreters to the right value helped with outside of lispy.
