Plugins: Update footer CTA headlines to sentence case #257

Very minor copy edit: The Footer CTAs are currently in title case, which isn't consistent with the rest of the redesigned pages.

They just need to be made sentence case:

Add your plugin
Create a plugin
Stay up-to-date
