Release wasi-sdk-25

The current list of changes includes some nice things such as:

• Update to LLVM/Clang 19
• Adding llvm-dwp
• Updates/bugfixes to wasm-component-ld
• Updates to wasi-libc with opt-in pthread stubs and fts support

Now seems as good a time as any to release another version of wasi-sdk it seems? Any objections to do this or anything else someone would like to get in?

I don't know whether you should make a release first, or whether we should look into additionally enabling threading stubs in libcxx first?
