This would correspond to a boolean value on LDAP for each user, which our bot can then read and ignore if a person doesn't want to let others know when their birthday is.

Added isBirthdayPublic Boolean attribute to allow people to choose if they want to make their birthday public with a birthday message in the groups. Needed for WEEE-Open/crauto#24
