Allows using ctrl+1/2 to open Steam while in-game, by always sending this key combo to the 0 xwayland session instead of the game.
Partial fix for #1357 (the function is still broken; but only openvr uses it).
This fix is good enough for our usecase through emulating a keyboard. Also, Gamescope Keyboard users will definitely appreciate.
