FrameStatistics_Service: measure time only once per frame

The FrameStatistics_Service, currently measures time at beginning and end of of frame. I think this may introduce measurement bias, because a few operations happen outside of the measurement window. It may be better to only measure once per frame and use the delta to the last frame.
