Can't click maps in ingestion system #240

For tags on the map ingestion system list page:

There is no feedback about what is clickable (the entire card should be clickable)
The card should somehow communicate a "disabled" state if the user is not logged in/can't follow the link (not sure if this is the design)
There seems to be no way to actually click the link, even logged in
