Several services put a substantial load on our servers and need to be placed behind an API key. These are

Raster tiling
Server-side filtering

and other upcoming services (e.g., embedding tiles, high-resolution DEMs).

We also need to be able to mint API keys to give to CriticalMAAS teams and others.
