Making the mosaic.img causes problems for a rerun

In the make file under the topo section, the dem_process command generates a mosaic of the dem tiles. The output of this is a .img extension. When rerun the mosaic is generated used *.img which in the case of a rerun would result in it being included.

Solution, change the file extension and delete it on completion.
