What does "contacted 1 company last week" actually mean?

So, I have noticed that it says "contacted X companies" even when all tracking is blocked, but I assumed it meant "tried (and failed) to contact..."

Now, I see that even if I have turned off internet access altogether in TC, it STILL says "contacted 1 company last week". (I turned internet access off three weeks ago in respect of these two apps doing this)

So am I just misunderstanding, or what is blocking or turning off internet access actually doing, if it doesn't stop the App contacting companies?

Turning off internet access should block all communications, but still logs when apps try to contact trackers.

That's a relief because that's what I'd expect. But maybe a different wording would be good, because "contacted 1 company last week" kind of suggests that Tracker Control didn't work, and failed to block the contact? e.g. "Tried to contact 1 company last week".
