Device using the internet to download files instead of just 'copying' from the network

I don't have a router myself, what I use is my iphone to use internet on the PC through hotspot, when I transfer files from pc to iphone, it works fine, but when I do it to transfer files from my pc to laptop it doesnt work and uses the internet to download it, what I do is make a hotspot on my phone and connect both my PC and my laptop to create a LAN basically, but it doesnt work for the laptop for some reason, it could due to my unusual way of connecting stuff but it doesn't make sense as it should work just fine
