Ability to set Email Workflow Rules when submitter adds a comment but there's no status change #1926

Is your feature request related to a problem? Please describe.
When a student adds a comment but there is no status change, staff have no way of knowing. For example, one student uploaded their thesis successfully, then immediately realized they uploaded the wrong version. They wrote us at Leave a Message (https://vireo.reed.edu/submission/x/view), but we never saw that or knew to check their action log. They then contacted us via our reference email to ask us to allow the system to let them replace their PDF with the correct version. We're trying to keep communication about the submission in the Action Log whenever possible.

Describe the solution you'd like
Allow Email Workflow Rules to be set for new comments in the Action Log from the submitter.

Describe alternatives you've considered
We tried to use the Last Event and Last Action columns in List to be able to visually scan for any activity that seems like it is coming from Submitter instead of admins, but those columns are blank for us even when there's data in "Last Action" and "What" in View.

Additional context
This is on self-hosted, version 4.2.4
