jobreceiver integration tests are flaky and tend to deadlock #1641

The jobreceiver integration tests often deadlock, and never complete. There is likely some kind of concurrency bug in the test harness.

For now, I've disabled the race detector for these tests, as this should make the tests hanging less likely.

At some point, we should either fix or scrap these tests, as they are impacting the larger project.
