adding ska2 version 0.3.10

There's a new version of ska2!

According to the release notes there appears to be some improvements.

I copied the file from the prior version and updated the software version ARG.

• The dockerfile successfully builds to a test target for the user creating the PR. (i.e. docker build --tag samtools:1.15test --target test docker-builds/samtools/1.15 )
