Is your feature request related to a problem? Please describe.
When jsonrpsee adds middleware support, it would then become trivial to add retry & rate limiting functionality to the JSON-RPC client implementation we maintain.

Blocked by paritytech/subxt-team-milestones#45.

Middleware support has been added! See here for an example: paritytech/jsonrpsee#1215
