This PR adds support for Quarters, a Towny add-on.
Quarters requires its own protection module because it does not use the Towny permissions system, so the existing Towny module ignores quarter permissions. When Quarters is installed, the
QuartersProtectionModulewill be registered instead of theTownyProtectionModule. The Quarters module checks both Towny and Quarters permissions.This succeeds #242 and is updated for the Quarters 1.0.x release. That PR was rejected because the plugin did not have many downloads on Modrinth at the time. This is clearly no longer the case.
I also updated the Towny repository and dependency to the one recommended.
