Create consistent book ordering across Cord Field pages

The book list in the following three locations is inconsistent and should be synced:

• Language Engagement - Goals section
• Progress Report - Progress for Goals section
• PnP

@bryanjnelson let’s go with the order from the PnP. If we choose to add the ability to sort by other options in the future, book and alphabetical order will be easy to add. Matching the PnP order will match staffs expectations
