Results from runs on salish and westgrid machines will generally be downloaded to other storage for analysis so they might as well be compressed as a part of the combine sub-command.

Change default behaviour to not compress results files.
Compression is quite time consuming.
When we are working on the UBC network file transfers are fast enough that the overhead of compression/decompression is annoying.
When we are working remotely we seldom download all of the results files,
so manually compressing the ones that we want to download is an acceptable option.
