The README should be updated to include installation instructions, since none of the standard methods of installing SWIPL libraries / packages seem to work.

The pcre library is built as part of the standard build for swipl.

https://www.swi-prolog.org/build/Debian.html
"libpcre2-dev is required for library(pcre). SWI-Prolog versions before 8.5.9 require libpcre3-dev (which is older than libpcre2-dev ...)"
and gives the apt install command to install it (and other dependencies); if you're building on a different platform, I think that similar instructions are given.
