We need to rewrite how we handle waypoints in urc_dashboard. There are 3 main functions with waypoints.

  1. We add a waypoint in the dashboard, and this waypoint needs to be conveyed to the robot.
  2. We delete a waypoint in the dashboard, and this information needs to be conveyed to the robot.
  3. Whenever we have reached a waypoint, we should mark this waypoint as "reached".
