ArcGIS Online Solutions - Deploying Mobile Data Capture

AGOL has some support for packaging up what ESRI refers to as a Solution - which is a collection of AGOL resources that support a specific task. We would have a set of Field Maps, Survey123 Forms, Feature Services for doing LTPBR V2 field data capture. Looks like authoring custom solutions is not support out of the box, but ESRI has a node module that could help us do something like this.

This would allow any organization we work with to get a standard set of ArcGIS Online for field data capture.

@philipbaileynar and @joewheaton this is something we should look into. Would allow us to deploy standard set of data capture resources without a lot of fuss.
