Update APIs using dev=true feature flag that have been live for more than 14 days

Issue Description

Remove the dev query param from the following APIs

1. GET /logs
2. GET /requests
3. POST /requests
4. PUT /requests/:id
5. GET /tasks

Note: dev query param is being removed from the backend for these API under this task #2075
