Populate reactions module does not read in reaction library rates

I recently have noticed that populate reactions module does not read in the reaction library rate constants unless its the first reaction read in for the isomer all rates in fame input file are RMG database.

However if one was using primary kinetics libraries it seems to read in the rates correctly.
