两轮投票，第一轮决定是否剥夺黑客的投票权，第二轮决定是否回滚

投票的效率可能会比较低：

  • 如果两轮投票，则第一轮需要特殊规则，例如按当前validatorSet中validator个数的2/3或总投票者的2/3，不能以voting power为计票依据，否则第一轮投票也没什么意义
  • 投票也需要一定周期，否则投票率很低（以太坊DAO分叉时投票率不足10% https://vitalik.ca/general/2017/12/17/voting.html ）

cosmos上次因bug问题升级时没有经过投票程序

社区账户执行停止出块操作后线下共识决定是否回滚升级，用脚投票
