Extend the worldborder TP options and add TNT and Creeper explosion strength customization.

Hello!
I've been using your amazing fork for a few months now and I have to say, it is really good, I love the performance and the customization options, though at first I found the config overwhelming, now I find myself asking to make it even longer.
So, to get to the point, I have two feature requests I would love to see added to Purpur that I think would fit with what's already there:

TNT and Creeper explosion power setting:
The setting is already there for items like the bed, respawn anchor and the end crystal, but it's not there for the most obvious sources of explosion in Minecraft, TNT and Creepers! I would love if you could add an explosion-power setting for those two.

More out of bounds TP options:
You already have an option that allows to teleport players back to spawn when they go out of the WorldBorder, what I would like to request is for you to add more configuration options to this feature, like being able to be teleported to the last valid location instead of spawn when OOB and for the same to happen if you fall into the void.
I think the customization options would be the best if you could implement these options:

  teleport-if-oob:
    teleport-if-outside-border: true/false
    teleport-if-in-void: true/false
    teleport-if-in-void-level: -64/custom Y level
    teleport-if-oob-to: spawn/last valid position/custom coordinates

I know this is likely much harder to implement but it would really be amazing if you could implement an option like this to allow players to be teleported to their last valid location when they go over the world border or fall out of the world.
