Mooch Actions Occur Outside of "Use actions only at specific times (Eorzea Time)" Option

I'm trying to create a series of presets to prepare for a window for a mooch fish.

Expectation: I set preset A to catch the fish I am going to mooch. Preset A doesn't mooch. It catches and then swaps preset to B. Preset B is set up to mooch the fish when it catches it. I have enabled the "Use actions on at specific times" option. The mooch should happen when the window opens.

Actual: The mooch happens as soon as the preset swaps.
