When we upgraded to UE 4.21, we noticed a number of Oculus-SDK related blueprint compiler errors appeared in the Avatar code.
Once we fixed (or at least disabled) those nodes, the HMD "hands" don't work at all.
Quick note: we love Proteus and it is a great SDK, thank you for putting in so much hard work.
