Migrate to use mystmd in replace of jupyterbook. The configuration files and github actions are working as expected in the
ERAD 2024 repository 😄

See the recent PR which even builds + executes + builds a preview of the mystmd page.
openradar/erad2024#65

Is this something the broader pythia/myst folks would be interested in migrating over to the github actions within the pythia org? cc @ktyle @brian-rose @rowanc1
