Installer stuck at language selection screen #2

Packer successfully enters the boot command, and the installer proceeds with checking files. At the end, it ends up in the display below:

This is using 20.04.2 live server, since the link for 20.04.1 gets a 404.

Any idea why it shows config instead of using autoconfig?
