Describe the bug

Fenn Rau prompts LS for retrieval even when 2 Force was not activated when returning to hand.

To Reproduce

Steps to reproduce the behavior:

1. Return Fenn Rau to hand with 1 card in Reserve Deck.
2. Activate 1 Force
3. Retrieve 1 Force

Expected behavior

LS activates 1 Force, but cannot retrieve due to not completing the 2 Force activation (confirmed with Gergall)

Maybe I'm missing something but in the linked replay Fenn Rau seems to have operated correctly as the player activated 2 force and then spent 1 of that to pay the Secret Plans retrieval cost...
