Push Notifications For Posts

I was wondering the possibility to implement the push notifications to use on Posts. Something like:

• Configuration on settings to enable/disable push notification for posts
• Option to force a push notification in a post after it's created (on updates)
• When creating a new post, if enabled the config a push notification will be generated for the followers
  • Possibility to not send push notification for a specific post disabling on creation
